Even with the { copy_article } capability it can be tedious to insert these for a bunch of locations. However, articles that have been saved with a copy_article or insert_article contain a special "duplicate article" link that allows you to enter a list of article titles and cause the set of matching articles to be created.  

You could, for example,

• Create one article for "Fremont" and fill that with SEO text, using the {$catname} replacements. This will be the lead article and the one one you will edit.
   
• Create one article for "Newark"and in its body have only { copy_article id=47}. Save
   
• Re-edit the Newark article and use the "Click to make many copies of this article" link you will now see at the bottom.  Once clicked you can give a list of
    Milpitas
    Hayward
    San Leandro
    Union City
    Pleasanton
    San Jose
    etc
   
• You will now have articles for all of the above locations.
